I just put a battery in my mothers car last week. CTC charged an extra $15 "disposal fee" untill I take the old one back. So they get the one from the Harbody thats been dead and frozen since last fall. Her old one has been holding a charge since then (in the warm basement) so I may have one good enough for the truck...at least when it warms up outside.

Just to clarify, the $15 (or whatever the amount is) is not a disposal fee. It's a monetary deposit that you leave behind to ensure you bring the old one back to be recycled.
It hasn't got anything to do with the cost of the battery you just bought, it's a completely seperate transaction, however because it gets added to the price of your battery if just looks like its part of the battery.
If I pay $100 from my battery supplier, they tack $15 ontop of each battery I buy.
For each battery I return I'm credited $15, and the cycle continues.
I have to charge the fee if you buy a battery because it was charged to me.
I'll credit it back when you bring back a battery for me to give back to my supplier. They don't care what kind it is, they just count the total batteries, that's why you can return any battery for the $15
It's similar for alternators or starters, but in those cases it's a core charge, and instead of recycling them, they rebuild them. Same concept though.

No idea.., maybe it's included in the price of the battery, or maybe they have chosen not to participate in battery recycling....
This has been around way before stewardship fees on electronics, and the short lived paint can fees, so maybe it's exempt from being "law"??

If it is included in the price it is hidden to the distributor (I asked).

I just checked my CTC bill and $15 was listed a core charge. I got a lawn mower battery last summer from Walmart and it was listed as a recycling fee. If they're paying $11 a piece for scrap I should have saved mine longer. I took in 1300lbs. of them 8 years ago and only got $28!
