My 05 xterra has rear vents I noticed for hot air...they are suppose to blow air right? Not just for looks?

I would think so. My Olds Bravada does,and they work.

Are you talking about heat vents under the seats?
They only work when the dial is set to floor.

Maybe it's plugged up, somewhere down the line. I don't think you get a lot out of those anyways.
